Thanks I am using kmail 1.4.3 with kde 3.0.5 and the filters are working for me.

Todd, I am going to guess that you are talking about the window that comes up when you select "Configure POP filters"? If that is the case, look for the little icon to the left that specifies "New" and I think everything will come alive for you.
