Now, as I read this I took a look on my own system. There are the system folders and own folders configured to play a wallpaper slideshow. That still works. BUT, in the configuration dialogue they are not shown anymore. They are still listed in plasma-desktop-appletsrc.

Fresh install of openSUSE 12.3 (x86_64) and I've updated to the KDE 4.11 Release repo. Going into the Default Desktop Settings, if I choose Slideshow wallpaper and add a custom folder (and/or ticking the System Wallpapers / My Downloaded Wallpapers boxes), then Apply/OK, the settings aren't stored next time.
I've had a look at the plasma-desktop-appletsrc config file and compared the relevant section to my config from a previous 12.3 install with KDE 4.10 on another machine. I don't see any issues there, with the same paths specified, though there might be something more obscure in that extensive file to look at, or in another config file entirely.
When I okay that dialog I do get a change of wallpaper. It cycles through some of the system defaults, but never uses any of my own. I've noticed other wallpaper types like Picture of the Day are flaky and it won't download from most of the sources. It doesn't look like there's even any network activity when I try. I could file a bug but maybe there's just a misconfiguration on my machine?
Thanks for checking. This only gets more weird the more I try to remedy it. I thought at first that the settings for system and downloaded wallpapers were acting in a mutually exclusive way to the custom folders, i.e. you can have one but not the other. I kept the plasma-desktop-appletsrc file open and reviewed modifications as I continually re-entered the dialog and changed things in a different order. However, sometimes when I make alterations the file does not prompt to reload and there are no changes in it. Other times it prompts unexpectedly when I've done nothing. I tried adding my custom folder directly in the config file, then when I reopen it, the system wallpaper path has been removed without me going back into the GUI dialog. I tried adding an additional custom folder, then removed it, but cycling through the 'Next Wallpaper Image' keeps bringing up images from the removed folder. I've checked in the config file and there is no longer any reference to this folder, so there must be some other config it's pulling it in from, or perhaps there's some delay in the journal or Nepomuk's buggering about. I don't know. Guess I'll have to file a bug, it's too confusing.
