It's definitely a bug I'd say, and my guess is that it's on the packaging level, not the upstream code. openSUSE KDE-maintainers accept bug reports even for the unsupported packages - if you post it to bugzilla.novell.com to component KDE - make sure you mention that you're using the unofficial buildservice packages.
