I m seeing that on 12.3 since I updated to kde 4.11.3 and 4.11.4. had the same thing with 13.1 kde 4.11.3 yesterday but its working today. I am able ocasional to get it working on 12.3 and it works until reboot or several reboots. I have seen the mail dispatcher hung up but not sure it that is the cause or resultof the problem. In all cases the log shows unable to register at the D-Bus. Once it registers it works. It also says no resources found but they are there.

I did an update yesterday and it still did not work. This morning, kmail started. Seems iffy. yep, me too.. three failed starts for kmail, i've now disabled nepomuk, logged out and logged back in again and its working.
