libkgeomap (now part of digikam-libs) does require libmarblewidget, digikam would not even start without it. Btw, in 13.2, libkgeomap recommends marble itself (which in turn requires marble-data), but that would make no sense for Tumbleweed any more because marble is now a KF5 application. I suppose that's the reason why digikam-libs depends on marble-data. I agree that there should be no need to require marble-data though, a Recommends should be enough I think.
