language settings in kde4 for my user: german.

language settings in YaST2: german, with german keyboard, use the same for root

and in kdmrc: Language=de

but no matter what else I try... the keyboard in kdm is english. only the keyboard. and as soon as I login, the keyboard is german as it should be.

where do i look?

Try system settings -> input devices -> keyboard -> layouts check "configure layouts" click "add" set "limit selection by language" to "German" set layout to "German" click "OK"

in the list, either click "us" and then "remove", or click "de" (or whatever you called it) and click "move up".

You can also set shortcuts to switch, or just use the indicator in the system tray.

You should also do: system settings -> input devices -> keyboard -> advanced expand "key to choose 3rd level" and check whetever you want in order to be able to use the extra symbols on the keyboard
