This is on openSUSE 11.1 (32 bit) & having just upgraded to KDE 4.3.1 (http://en.opensuse.org/KDE/Upgrade) yesterday. I can't move the any of icons (Digital Clock, Switcher, Yast, Termina, Calculator) in the top panel on to the right of the top panel. On unlocking the top panel, I can click and move the icons over to the right end of the panel, but they immediately come back to the extreme left of the panel on releasing the left mouse button. This happens only for the top panel, not the main (bottom) one.
Also, I can't find the <Spacer> widget/plasmoid/applet (it should be called 'plasmoid' in KDE 4.x, right ?), anywhere in the list of widgets/plasmoids.
My (top) panel prefs are: 'Centered', 'Always Visible'.
The spacer is available from the "cashew" on the panel resizer and options widget. "Add spacer".
Thank you, Duncan & Stephan (what you refer to as the "panel manipulation mode bar" = the 'cashew', which locks/unlocks plasmoids). That did the trick, I could add the pager and from there move the clock over to the extreme right of the panel. The widgets/plasmoids now stay there.
From what you're describing, it may be that you need a spacer. I never have enough room on my panels for long to have to worry about it, as I make them only the size I need. Thus, I don't really need the spacers, tho I could try them again to see if they perhaps work a bit better in 4.3.1 than they did in 4.3.0. (I'm hoping for absolute positioning, overruling the otherwise greedy plasmoids that like way more free space around themselves than I like.)
And sometimes they hop off the end of the panel and onto the desktop. This happens on KDE 4.3.1 as well.
