The idea wasn't to mimic Windows, the idea was to show a clear difference between system tray applets that live in the system tray, like networkmanager and kmix, and applications that provide system tray interfaces, like amarok and akregator. As for changing them, they are controlled by the plasma theme. Monochrome systray icons are used in gnome and OSX too afaik - and on phones and various other stuff - since long before MS Windows 7. And this change was made already in kde 4.5, i.e. six months ago. There's no clicky, clicky way to change the icons afaik. Actually you're the first one to complain about this. Considering the icons are themable, I think it would be much easier to just release a theme with the old icons in it.
