I've just tested it, everything I saw in the mainwindow was definitely in German. Did you mean something more specific? You need kde4-l10n-de and kde4-l10n-de-data from 4.9.1 installed. Either translations are not installed, an old version of them are installed, or the application's language was manually set to English via the Help/Hilfe menu. Mine is completely German. See attachment.
