Why make this so difficult? Either have this setting ability located in both places so it can be more easily found, OR just locate it in the KDE Desktop Settings along with the rest of the options for controlling desktop switching. What is the rational for having two different locations/mechanisms for switching desktops?
AFAICS there is no rationale for it. This code has never been touched by a usability person, so the configuration is in the same logical place as the code that executes it (the path of least resistance for the coder method). My gentle recommendation is to channel your frustration into productive energy and work out a design which unifies the "virtual desktops->switching" UI with the "desktop settings->mouse actions" UI and the "workspace behaviour->screen edges->switch desktop on edge" UI in a usable way. Be prepared for bikeshedding, pushback from coders (since you're forcing them out of the path of least resistance), conflicting advice from armchair usability experts like me, and the siren call of "throw out all the features because making their configuration usable is too much hard work".
