You need compositing supported and enabled on your system (systemsettings -> desktop effects). And you need a transparent plasma theme (systemsettings -> workspace appearance -> desktop theme). The difference is it _isn't_ tied to theming or anything else apparent. Are you sure it was real transparency and not just the faked one which uses the desktop background picture and does not change if you move a window behind the panel? Also, since you can mix and match plasma themes, you can use whatever theme you like and use the panel style from a transparent one. Honestly. KDE3 is so history. I really can't say how transparency was applied.
Then you should not claim you had transparency in those days with KDE3 – unless you want to compare apples to oranges. As Todd wrote – there was no transparency but just some background picture used for kicker, i.e. some ugly hack. It would have been unfortunate if such a hack would have been ported to KDE4. This is exactly what happened. This never worked all that well, was ugly to implement, hard to maintain, doesn't work with dynamic or animated backgrounds, and led to tons of bug reports.
