Yes. (It's ~/.kde/share/config/kmailrc, BTW).
2. Create the new folders in KMail (on the new machine) and then copy the email files using cp and preserving timestamps and permissions.
It would be a lot easier to just tar up the mail directory (I believe KMail uses ~/Mail by default), copy the tarball over and untar on the new machine.
