FYI, PyKDE4 and derived packages (including but not limited to Kate's PATE) explicitly require PyQt, as it was a conscious design decision, so they'd need PyQt-only Requires.
I am aware of that. And there are other packages that are like that as well (pyqwt is another notable example, at least for now). I am not suggesting getting rid of the existing PyQt4 and Pyside provides (in fact I doubt such a thing would even be possible). But outside of the KDE community, the resistance to pyside is much less.
