I've been having these problems since I upgraded to 9.1 or 9.2, I can't remember which but I am still experiencing them using 9.3.
What I do know is that previously it was detected as a Synaptics touchpad (or I installed that driver with SaX2) but it worked very well, including double tapping and no arbitrary changing of focus. Unfortunately changing the default driver to the Synaptics driver no longer resolves the problem. Currently the touchpad is like a hypersensitive mouse on steroids.
Not broken just upgrade from 91 to 92 then 93. Solution Clean Install.
