This would indeed be the perfect solution. :) Since one can move items on kicker by middle-clicking them, I suggest the same for the tabs. That way one does not need a GUI and can still have the functionality.
I noticed this on alpha4 too. I guess it's related to making the tabs less "lively" than on 10.2 which I agree is needed, but on a4 it seems rather unpredictable if a click is needed or hover will suffice. So from time to time you'll sit there hovering over a tab for 4-5 seconds - until you realize; "oh, I need to click this time".
Sometimes they were indeed a bit too lively, but if I had to choose between before and now, I would prefer the former.
