reads the panel config and finds an icon-plasmoid set for konq. Adding to that KDE4 (I think it's the task-manager) started with some version to automatically place starters for the default filemanager and browser on the panel. Hence this could explain the second one.
To remove any of those right-click and remove. To add a starter, right-click an app while it is active and click on "show a launcher when not running".
I did that on another 4.8.1 system before my OP. Then on another just minutes ago: I right clicked the left one, removed it, logged out, logged back in, and again there were two.
