And as I said.. this is "normal" _now_ not with previous releases. I never saw it before either, but you've updated to 4.3.1.. right? Things have changed from 4.2 to 4.3. One of the changes includes the check on executables with the Continue button. This was discussed briefly on the list a while back as well. It shows up on the first time the app is clicked from a Desktop icon.
I don't think I can agree there with you, have not read about this sort of behav w/ KDE 4.3.1 before anyhwhere (including openSUSE & Ubuntu Forums). Prior to this upgarde, KDE 4.3.0 worked ok without such any errors.
Agree or not... that's how it is. In this particular case (case 3 in your original email), it's not an error. When you click on an application on the KDE4 desktop for the first time (including the first time after the upgrade that included the new desktop security code), you get a popup that asks if you want to continue. If you click Continue it should not ask you again for that app and that user.
You are welcome to disagree with me... but... you are seeing it... and I'm telling you you're not the only one who sees it. It is something that has been explicitly added to KDE4. This was discussed on the kde-core-devel mailing list. For example: http://lists.kde.org/?l=kde-core-devel&m=123562332503129&w=2
This behavior was also mentioned at least once in the openSUSE Forum: http://forums.opensuse.org/applications/417506-warning-plasma-workspace.html

From the discussions on openSUSE Forums, most who have upgraded to KDE 4.3.1 do not have this problem (at least have not reported it), the user in the thread may have the same (putative) bug as I do.
About the KDE Development Mail List link you referred to: I am not a programmer & just a regular user so the technical part I could not follow; but the tone of the conversation was that the <.desktop> file extension was into some controversy amongst the developers. [From Rajko]
It happens only on first start, and if you cancel that it will happen again. Once you say that is OK to run that application, the icon will change and you will never see that again.
And it keeps happening /each/ time I click on an app icons on the desktop, does not happen when an application is launched from the main menu. Refer to image [4] again: [2] > [3] > [4] happen each time I click on an app icon from the desktop folder. I tried logging in as 'root' into KDE 4.3: the icons there do not have this <.desktop> extension and the app (eg OO.org) is correctly launched on clicking the desktop folder icon: there are no pop-up boxes, even the first time. GNOME or Xfce do not have pop-up boxes for regular or root users; it seems to be an unnecessary feature, if at all it was introduced by design (as a security measure ?). [From Basil]
Under Desktop Settings>File Manager so you have Dolphin selected or is it set to the default Gwenview?
I un-installed Gwenview & now the folders open with Dolphin. Again, this did not happen as 'root'. Anyway, I hope upgrading to a later release of KDE (4.4 ?) would solve this problem. Will try out Rajko's suggestion of deleting and creating fresh shortcuts for the apps also.
