What is different on a laptop that has a problem? It appears that configuration is not stored, or KDE is not looking at your home dir for some reason. That could be problem with write permission in your $HOME/.kde4 directory. There is few reasons that I can list from top of my head: You ran some configuration with administrative privileges and user environment variables, like it happens with command "su". You reused old home partition and update did work well on .kde4 directory. Your update did not work well and some library is either corrupt, or not correct version.
