Possibly a broken xmlgui configuration.  Try
1. quit kmail
2. mv ~/.kde4/share/apps/kmail2/kmmainwin.rc ~
3. start kmail
If that restores the menus, please attach the moved kmmainwin.rc in a reply
to this thread.
