Wrong. You were using activities all the time, as already mentioned. The option to have different wallpapers/widgets on each virtual desktop just implicitly creates a separate activity for each virtual desktop to make this possible. And as this complicates the code and even caused problems/bugs, it has been removed and probably will never be added back. I think I've read that adding back separate wallpapers for each desktop *might* be an option in the future though...
