Added detail: If I log in as root on the computer where I can't shut down it works - so it has to be something about user permissions or the likes. That might indeed be the problem. If you set a more secure level in /etc/sysconfig/security, the root password is needed to shutdown/reboot, but the session ends before the root password

There was a bug report about this recently (with a request to allow to shutdown/reboot in higher security levels as well), but I can't find it right now. FWIW, it works fine here (Leap 15.1 plus the additional KDE repos) with the default "easy" security level. I'm still on Plasma 5.18.90 (and Qt 5.14.1) though, as I didn't find the time to install the latest updates yet.
