'Hard-code' wise, Baloo is not different than Nepomuk was. Actually, it is, but in a 'good way', as you're now able to remove parts of if, which do the actual indexing. This was never the case with Nepomuk.
I no longer have the old setup to hand but I do recall that it had many components that interacted somehow with different parts of KDE and I do recall removing each of them. As others have pointed out the default state of that old system was "OFF". That way it could be ignored, and I'm sure that many others beside myself did just that.
