That too, is a design decision. Like security, adding flexibility and the ability to customize AFTERWARDS is going to be a 'bag on the side' that bloats things and makes them inefficient and difficult to maintain. Nothing new in that. However, as many people have demonstrated, building in security or the flexibility at the beginning avoid such inefficiencies and has often lead to superior products. The popularity of things like Perl, RubyonRails and the Firefox browser are examples of that.
If you want over engineered and incomplete, try out enlightenment.
My take on E is obviously differnt from yours. I see it as a minimalist setup waiting for people to develop more plugins. What make the Mozilla suite popular, what makes KDE popular, is that they have a huge library of plugins. Yes, KDE uses plugins.
