After logging in again it was messed up again. My suspicion is, that this release of KDE 4.2 starts with some kind of weird default settings, for example, my desktop now starts with a new panel on the right side which I have never wanted and configures. I created a new panel and see, KDE does not touch this new panel! But it always starts with this strange new panel, I now wonder, where is the "/etc/skel" of KDE? Where does KDE take these defaults from?

Here it can remember settings. Check write permissions for ~/.kde4 folder. It is acting like it can't write settings.
