You need to install
the kdeaddons package (the KDE 2.2.2 version should suffice) and then go to Netscape Plugins, where a scan should install the uachanger plugin.
For anyone else dealing with the same problem, there's one more step. Under Netscape Plugins you need to add the directory /opt/kde2/lib/kde2 where the plugin module libuachangerplugin.so hangs out.
Having done that, I now have the nicely expanded Tools menu that dh was referring to, including "Change User Agent" and several other new items besides.
