Is your native tongue English? If not, maybe something got lost in translation. Newer is not equivalent to better. Linux remains unable to do some important things for me that OS/2 is able to do for me, so I still use OS/2. KDE4 remains unable to do some important things for me what I need it to do, unlike KDE3, so I still use KDE3. Between KDE3 & OS/2 I am able to do what I need to do. The same cannot be said about KDE4. Is that better?

"Depend" is a big word for "I want everything exactly the same forever". It's … to claim that being able to do ones work depends on e.g. manual hiding of the panel, automatic hiding not being enough etc.
Why do you keep pointing to manual panel hiding when you well know that's not the only problem I have with KDE4? The KDE4 file picker is unusable on my network. Setting panel height by typing a number to get the same height on every machine is still impossible. Nepomuk still announces failure to open on every fresh 12.2 installation even though stuff it depends on is not and will not be installed. The KDE4 shortcomings list has been shrinking, but it isn't small enough yet for me to be using it for more than testing.
But there is absolutely no need to argue about the personal issues people have with either KDE3 or 4, the only important thing is whether the packaged code is maintained or not.
The important things are that KDE3 remains the best available DE for a significant number of users, and that there are still people willing to continue to make it available to those who cannot stay on unsupported old distro releases. Whether a DE that doesn't need maintenance (because eons ago its feature set stopped changing) isn't getting maintenance is a technicality of no material import. -- "The wise are known for their understanding, and pleasant words are persuasive."
