To be honest I would want to steer clear of Apper. Upstream is absolutely not interested in maintaining it.
Apper should be dropped in favor of plasma5-pk-updates. plasma5-pk-updates is maintained by the same people as the plasma networkmanager applet, so I believe this is the best way forward.
I have been using it for quite some time and so far it hasn't shown any of the issues that we had with Apper. Which proves actually that Apper was the weak link with PackageKit, but at that time there was no alternative.
Let's remove apper and replace it with plasma5-pk-updates as soon as possible.
