FTR, it's QML, not XML... ;-) But as it is no config file, just reinstalling plasma5-workspace should fix it, e.g. via "sudo zypper in -f plasma5-workspace". To be sure, you could delete the file before reinstalling the package.
Is this something that can get stuck in some cache?
No. But it can be overridden by files in ~/.local/share/. I don't suppose you copied it over there at some point, but the best way to rule out that it's caused by any user files is of course to create a fresh user account and try there.
