There is no "KDE team". Unless you're referring to the openSUSE KDE team here, and in this case you're doing a great disservice to the (*volounteers*, every one of them) who package the software *you* are using.
As far as there being a KDE team, this is right off the KDE website: "The KDE® Community is an international technology team"
"Team" is a poor word choice for the developers of any FOSS project the size of KDE. Winning teams have a leader, often assisted by a tiny number assigned to specific subtasks. AFAICT, KDE (like other big FOSS projects) has no *leader*, no *one* to choose a plan and give direction, no *one* with power to reward or penalize according to performance. Each contributor is free to contribute or not for the most part entirely as he pleases. As long as the word is used, until something better comes along, its special nature and meaning needs to be kept in mind rather than arguing over whether or not it even exists. To me, KDE has gotten to be much too much like government, where everything is the result of compromise, the mother of mediocrity. It seems to have bloated and morphed in a broad sense similarly to Gnome, which was the default Debian desktop for years, but is on track to have been replaced by XFCE with the next release currently in testing. Maybe more people instead of complaining about it need to take a harder look at switching. FWIW, I spent Fri-Sun looking at Gnome, Mate & Cinnamon. Yuck!
