From a quick look at the code, translations are already enabled (translation domain is "pkupdates"), we just need to provide suitable files. I wonder if somehow ripping translations from apper would work...
However I'm not too familiar with i18n code. I can ask upstream KDE for advice, though.
Anything coming back from that?

Any untranslated strings in a package with the proper use of Translation Memory of lokalize, that in fact come from another package, will be translated when using the the combination Ctrl+Alt+B.
