I´ve got this problem too. But did you say that it only happens on one user session?? In that case this should be related to KDE settings I think.
It seems to be only one user session that is affected. I only have two and the second seems to work alright. The screen didn't turn of in 30 minutes at least.
First: not all configuration happens in ~/.kde{,4}/share/config/ , some resides in ~/.local/ other programs use ~/.config/ . Second: Steps to find the config thats wrong: - create two (2) 'new' users with no prior config in $HOME. - Login to first new user, log out. - Login to 2nd. new user, modify your screen-saver and 'power'- config as you like it, make sure it works, log out. - make a 'diff' ( e.g. diff -EBwr $USER1_HOME $USER2_HOME ) - compare the result to what is found in your normal $HOME . Hope this gives a hint on what's wrong. -- Yamaban.
