No, it does not and both apps do not even have the option to hide the menu bar. So when it's gone, it's some other problem. If I have to make a wild guess, I'd say a 3rd party repo added appmenu/dbus- menu support and that broke. Again: Wild guess. No idea what's actually going on.
Possibly a broken xmlgui configuration. Try
1. quit kmail 2. mv ~/.kde4/share/apps/kmail2/kmmainwin.rc ~ 3. start kmail
If that restores the menus, please attach the moved kmmainwin.rc in a reply to this thread.
