Having those folders/files in /root means that you ran KDE as root. These should not be in /root.
Anything the *superuser* cannot do one cannot expect any other user to do. Here, which happens to be a limited space, testing/throwaway environment, all user types experience the same inability to load library libkdeinit5_kded5, and reload 9 settings from xsettingsd.conf 8 times. -- Evolution as taught in public schools is religion, not science.
