[opensuse-kde] Build service repository restructuring, part II

Hi, Following the discussions in the last irc meeting, I`ve added a new proposal that splits repositories by dependencies (needs newer Qt? needs newer KDE?) and by trust level (experimental package, community maintained, maintained).
