No, it's a bug. It may have been fixed by newer strigi in KDE 4.7. You could test by booting from a 12.1 Live CD, configuring only this directory to be indexed, then seeing if the indexing completes promptly. If it is a problem with 4.7, please see which file exactly causes the problem by looking at the command line of the processes and open a bug at bugs.kde.org attaching this file.
