It looks like you don't use oxygen style. If it is qtcurve, you have to look at the style setting of qtcurve. There is an option to color the menu bar, I think.

Int qtcurve select Configure-->Popup Menus and deselect Use 'highlight' colors for active items.
That setting selects the color assigned to Focus decoration in colors section.
Sorry about that, I was looking at the wrong menubar. To fix kate, click on Configure in Qtcurve-->Coloration and select Background. Using Blended selected background gives you the green stripe. -- Cheers!
