From the end user perspective I think b) is preferable, I'll leave the
packaging perspective for others to worry about.
It just needs some descriptive word for the platform+desktop repo. Maybe "BASE" or "BASIS" or something, like:
KDE:KDE4:STABLE:BASIS KDE:KDE4:STABLE:APPS KDE:KDE4:STABLE:Community
Another thing.. maybe it would be better to leave the "STABLE" part out like in a), it might confuse people since these packages will after all be unsupported and at best semi-official.
