I suggest you discuss this on the opensuse-kde mailing list with those that rejected the submission.
If this takes too long: Submit now from devel:openSUSE:Factory to openSUSE:Factory so that the legal review starts and it comes in. You can then later do a changedevelrequest after the package is in KDE:Distro:Factory,

I've tried to add new package qutim in KDE:Distro:Factory, but my SR was declined with next comment: "Please submit to KDE:Extra instead, thanks!". I've added qutim in KDE:Extra, but this is not valid devel project for factory! For now qutim is in devel:openSUSE:Factory and in openSUSE:Factory too.
