To be honest, Apper is quite different in 12.3 and 13.1: in 12.2 we had to stick to a very old version due to the fact that the zypper backend for PackageKit wasn't compatible (sadly PK doesn't promise a stable API and ABI, last time I checked). It got updated at one of the latest openSUSE hackatons and such it is much better in state than in 12.2.
