It's FHS normal place are in /usr/share bla ...
That's not how I read the spec, and apparently Fedora and Canonical don't either.

Why should an operational global config file location change if it's been modified from that contained in the source rpm? /usr/share would seem to be a place to find an initial version or prototype, but not the operational version.
How are people supposed to back up efficiently when global config files are scattered throughout a little changing but complex directory tree?
okay let me repeat what you already find /usr / should contain default untouched version of operational files.
