Hm, the list should *not* be empty, if kdepim-addons is installed at least (which is *required* by the kmail package). Sure you looked at the right place? Configure KMail->Plugins But as I noticed meanwhile, kmail 5.7.3/17.12.3 (that currently is in Tumbleweed) does not have the "expert plugin" yet, it is new in 18.04 (18.04.0 will be released next Thursday and should be in TW soon after).
