Ah, thank you! I found it in kcontrol under peripherals->storage media. kded still crashed when I tried to toggle the "automatic action", but I was able to reset to default settings, which brought the popup back. The automatic launch of kscd came from the old suseplugger which apparently is obsolete in SuSE 10.0 and ought to be disabled. Bring up the suseplugger dialog by dcop suseplugger HWHandler popupConfiguration and disable automatic launches alt. disable suseplugger altogether.
