In the former Version of KDE (includec with SUSE 9.0) window tiling (having multiple KDE windows overlapping each other) worked that way, that inactive windows were below the active window and could be made active by clicking on the Menu/Move Bar of that Window. Then that window became active and moved ON TOP of all other Windows (as you are used to it in M$ Windows).
With the new KDE (SuSE 9.2) it does not seem to work that way anymore.
No clue about 9.2, but in your "window behaviour" settings, what does it say in the "Actions" setting? In the "Titlebar&Frame" settings on the "Inactive" side of "Left click" it should say "Activate & Raise"
