i don't consider it one -- i was taught early on that when a window or menu has focus and there are no edit boxes or text areas the appropriate action keys are un-modified -- there is no ambiguity
That I understand. However, in the leave submenu the other shortcuts work both with and without modifier. It's only the Shutdown option that doesn't work with the modifier. So either all should work with the modifier or all should not work with the modifier. Mixing stuff can only confuse users.
