If you would have read the other emails in the thread, then you would have noticed the following indication:
An alternative control panel is being developed, addressing exactly these issues, in cooperation with the main developer.

A volunteer from the community has started to write an advanced Control Panel that replaces the current baloo one. There we see more functionality coming back similar to what could be defined with the previous nepomuk one. Also it contains the famous enable/disable switch. As indicate the package is currently in the KDE:Unstable:Extra repository as that we do not have an official release for it and it is still being developed further.
