Clearly plasma-desktop isn't running. Maybe it crashed. You can prolly try to restart 'plasma-desktop' by pressing Alt+F2 - which should also let you start other stuff, even though plasma-desktop is down.
Alt-F2 brought up a box which seems to have a search box and a couple of buttons. One of the buttons showed me running processes and asked if I'd like to kill one. The other button had a spanner on it. When I clicked that, the box disappeared and won't come back.
Normally the recommendation would be to 'rm .kde4/share/config/plasma*' to "reset" plasma.
I moved plasma* into another directory (called "oldplasma"). When I rebooted the machine and relogged it showed me a black screen again. In fact, what is happening is that it briefly shows the desktop then goes black, and then the programs open. Before I moved plasma* I got my actual desktop. Now I get the default (again, for a split second).
But since your problem is apparently systemwide, it'd be interesting to know if you're using the official 11.2 KDE (4.3.5), or some other unsupported version from the OBS.
