The bug is triggered inside glibc. glibc from 11.3 didn't receive a fix for the bug, so 11.3 is affected, no matter how you spin it.
What I'm stating is that 11.3 users that only use what 11.3 ships are not affected even though the bug might be in 11.3. So stay away from anything but the official repos if you still are using a 32-bit system and nvidia and you are fine. "Genuine" 11.3 users are not affected even though 11.3 might be affected.
