*I think* that it's generated by genkdmconf, thus no ownership is claimed over the file.
The reason this came up follows from in 12.3 replacing kdm-branding-openSUSE with kdm-branding-upstream and setting UseTheme=false in kdmrc. The KDM login window is icon-free, which I was trying to figure out how to fix without manually copying those icons from elsewhere. /usr/share/kde4/apps/kdm/faces/ was empty. I did some updates, then did 'zypper -v in -f kdm kdebase4-workspace libXaw7' and now they are there. :-p -- "The wise are known for their understanding, and pleasant words are persuasive."
