Me too. Yet I have not been able to trace down the cause. I thought it had something to do with the launchers or nepomuk enabled. Also it happens often when closing applications. It happens every time I log into KDE, i.e. you can reproduce it by logging-in and immediately clicking on the networkmanagement plasmoid and hovering the connections. The bar that indicates which one is below the cursor stops moving for quite some time at some point.
I notice this on startup. Plasma appears, then refuses all input and does not update for a few seconds. My hunch is that it is trying to query Nepomuk in a blocking way, in order to set up its Activities UI, while Nepomuk is still starting up and doesn't answer promptly. I haven't investigated further.
