I don't think there are other applications affected or related. Konqueror is part of kdebase4 too, and the file open/save dialog is part of kdelibs4 anyway.
I do know that the "Homerun" launcher still has/causes problems in this regard, but that's not part of KDE itself and not contained in KDE:Current either. So better not use it.
Yesterday, I've then tried to re-arrange the order of icons, and plasma-desktop and dolphin have to be killed. With another try, I've ask to hide all device except bluetooth and after a logout/login they are all back :-(
Hm, this should work. I would suggest to remove both ~/.kde4/share/apps/kfileplaces/ (which is not used any more since that fix) and ~/.config/user-places.xbel. Maybe there's some debris in there (stemming from synchronizing them) that causes problems.
Although I played with hiding and unhiding devices now a bit, and this still seems to be flaky. I had to do it a few times to "stick". So it seems not *all* bugs are fixed yet...
